The repair and renovation of the B-255 enlisted dormitory at Laughlin AFB, emphasized structural improvements and better living conditions. Kenall developed a sustainable design package that complied with AFI 32-1023 requirements, integrating extensive health, safety, and sustainability features.

Renovation efforts included comprehensive demolition and structural upgrades. Site improvements encompassed storm drainage, parking, lighting, utilities, landscaping, fencing, and grading. The building itself underwent extensive repairs, including the installation of ASHRAE 90.1-compliant HVAC systems and integration of fire protection and life safety measures adhering to UFC 3-600-01 guidelines.

Living spaces were enhanced with newly designed individual restrooms, washer-dryer rooms, kitchens, and day rooms on every floor, providing accessible amenities and internet connectivity. Additional features included an administrative office with cubicles, a mail inspection area, and luggage storage space. The design also addressed health and safety concerns within the existing structural framework, incorporating roof downspouts tied into underground drainage systems.

The project required five design submittals, progressing through 35%, 65%, 95%, 100%, and Solicitation phases, followed by an Issued for Construction package. All work conformed to the latest International Building Code (IBC), Unified Facilities Criteria (UFC), United States Air Force, and Army Design Criteria, ensuring the dormitory was transformed into a safe, functional, and welcoming environment for enlisted personnel.

Work performed on this project was completed under the Kenall-Freese & Nichols 8a Mentor-Protégé Joint Venture (KFNI JV).
