The project focused on preventing road and airstrip flooding during a 25-year storm event and addressing wider drainage challenges at North Fort Cavazos. Enhancements covered five areas: Area A, Area C, Area E, Longhorn Airfield, and Shorthorn Airfield, spanning 200 acres.

Major drainage improvements were carried out, including erosion repair, sediment removal, stabilization of disturbed areas, and flood prevention measures for infrastructure. Tasks included installing culverts, headwalls, inlets, trapezoidal channels, and increasing ditch capacities. Stormwater Best Management Practices (BMPs) were implemented, along with the resolution of failures identified during site investigations.

Kenall collaborated with stakeholders through on-site design charrettes and review meetings. Detailed drawings and technical specifications were developed using AutoCAD Civil 3D, ensuring effective coordination.

Work performed on this project was completed under the Kenall-Freese & Nichols 8a Mentor-Protégé Joint Venture (KFNI JV).

Kenall provided engineering services to assist the USACE, Fort Worth District in preparing a Design-Build Request for Proposal (DB RFP) for drainage repairs at Robert Gray Army Airfield, located at Fort Cavazos, Texas. The project focused on addressing erosion and sedimentation along taxiways, resolving roadway flooding, upgrading drainage systems to meet 25-year storm event standards, and ensuring compliance with Unified Facilities Criteria (UFC) 3-260-01.

Key tasks included repairing erosion, restoring or replacing flumes, adjusting utility vaults and manholes, improving drainage infrastructure, correcting grades, and stabilizing disturbed areas. Kenall managed all aspects of the project, including design development, quality control, site assessments, and adherence to budget and schedule requirements, delivering a thorough DB RFP on behalf of the Corps of Engineers.

As a crucial hub for UPS planes and a vital resource for northwest Louisiana, the expansion included a runway extension, ensuring the airport meets its future demands.

Our scope of services included installing soil borings, material testing of soils, field inspections and testing of concrete, asphalt, and soils, as well as laboratory analysis of soil samples. All work was carried out in adherence to the Advisory Circular (AC 150-5320-6E) Airport Pavement Design and Evaluation Manual, ensuring precision and compliance throughout the project.

These renovations included terminal improvements, the addition of new terminals and parking garages, as well as runway extensions.

Kenall provided geotechnical services, focusing on Material Testing and Inspection in accordance with Advisory Circular (AC 150/5370-12A) standards for Quality Control of Construction on Airport Grant Projects. The specific services performed included:

  • Field inspections of concrete.
  • Inspection of welding and bolts, encompassing visual inspections of steel and welding, as well as ultrasonic and radiographic testing.
  • Field density testing of soils and asphalt.
  • Comprehensive geotechnical soil laboratory testing.

Kenall carried out quality assurance testing for construction activities spanning multiple facilities at Ellington Air Force Base. Testing services were performed on a 100,000 SF training center and its asphalt parking lot, a heated storage building, a new entrance facility and visitors’ center for Ellington Field, a vehicle maintenance shop with an attached storage building, a battleground training center, and other associated roads and parking areas.

The project responsibilities involved material testing and inspection tasks, including field density tests on pavements and open areas in compliance with ASTM standards. Kenall inspectors conducted welding and bolt inspections, along with advanced non-destructive testing methods such as magnetic particle, liquid penetrant, ultrasonic, and radiographic techniques. Tests were also performed to assess compressive strength, compaction, flexural strength, and slump, maintaining rigorous standards throughout the process.

Kenall provided end-to-end civil engineering design and project management for the extensive rehabilitation of runways, taxiways, and aprons at William P. Hobby Airport (HOU). The project primarily focused on pavement rehabilitation, encompassing tasks such as pavement design, concrete panel replacement, joint and crack sealing, asphalt patching, spalled concrete repairs, sealing concrete surfaces, and installing expansion joints. Additional work involved replacing light cans, updating signage, and adding pavement markings to ensure the surfaces met operational standards.

The scope extended beyond the initial plans. Significant expansions included relocating the Northwest Service Road to accommodate traffic and airport operations, deepening and lining a drainage swale adjacent to Taxiway “K” to enhance water management, and repaving the Taxicab Parking Lot. The project also addressed tenant transition pavement areas, performed upgrades around the Southwest Airlines air cargo building, and constructed a turnaround area for large fire trucks at the Aircraft Rescue and Firefighting (ARFF) facility.

Kenall’s holistic approach ensured that both the original tasks and additional requirements were managed efficiently, contributing to the airport’s operational sustainability and safety.

Hydraulic analysis was conducted using advanced modeling tools like HEC-1 and HEC-2 to simulate 10-, 50-, and 100-year flow rates, ensuring the storm sewer systems could handle varying conditions. The project included the creation of a two-compartment, 685’ box culvert to connect existing drainage structures, as well as the installation of over 6,000 linear feet of storm sewers and 2,000 linear feet of slotted drains, using a combination of jack-and-bore and open-cut construction techniques. This comprehensive approach provides effective water management utilizing an efficient design strategy while addressing the challenges unique to the airport environment.

Kenall provided engineering design services to replace pavements on two runways at William P. Hobby Airport, playing a central role in this comprehensive runway replacement project focused on the intersection of Runways 12R-30L and 4-22. The project was executed with a focus on minimizing air traffic disruption, achieving impressive runway reopening times of 19 and 26 days.

The project involved engineering the design of Portland Cement Concrete Pavement (PCCP), replacing 14,250 square yards of 17–24-inch concrete pavement and 6,600 square yards of bituminous shoulder pavement with upgraded 18–24-inch PCCP and asphalt shoulders. The pavement was designed to accommodate aircraft loading, utilizing concrete mixtures resistant to long-term deterioration, specifically from alkali-silica reactions. Rideability studies were conducted to allow smoother transitions and improved pavement conditions at the runway intersection. The scope also included milling and landscape tasks such as pavement grooving, marking, topsoil application, sodding, and seeding.

Beyond pavement design, services also included the design of a new runway lighting system, surveying activities, and geotechnical investigations. Kenall’s efforts enhanced the durability, functionality, and safety of the runway infrastructure.
