Kenall provided construction management services associated with the construction of a new 40 million gallon per day water purification plant and intake structure on the west shore of Lake Houston, and the installation of a transmission pipeline to connect to the City of Houston Water system at Hirsch Rd and Little York. The project included construction of a fully expandable plant including 5 flocculation/sedimentation basins with floating clarifiers, eight filter basins, a clearwell with three transfer pumps, a UV disinfection building with four reactors, two process basins, two gravity sludge thickeners, a sludge dewatering press, a 10-MG storage tank, a chemical building including bulk storage tanks, an administration building, 4,000 linear ft. of sanitary and storm sewer systems, a stormwater quality basin, 4,500 linear ft. of roads, and a 138 KV substation. Associated projects included installation of 31,000 linear ft. of 42-in. water main, 31,000 linear ft. of 84-in. water main and 8,000 linear ft. of 66-in. raw water pipe, and installation of a one mile Reliant HL&P high voltage electric power supply circuit.

Kenall performed construction management, project management, and document management services for all project components. Our responsibilities included reviewing and processing of contractor invoices for payment; coordinating engineering consultant requirements for site investigations; overseeing contractor and subcontractor activities and quality management; preparing Owner’s position documents for requested design changes; issuing memoranda of deficiency for non-conforming work; coordinating communications and meetings with City of Houston Public Works; ensuring compliance with TNRCC, Corps of Engineer and EPA permits; monitoring Harris County and City of Houston inspections of the project; reviewing and processing general correspondence; and monitoring treated water quality for contract compliance during start up activities.

Kenall delivered water and wastewater planning, engineering, and construction management services for Rodeo Palms, a 570-acre subdivision with 18-hole golf course, lakes and a country club. The project included the preparation of the overall master plan and layout of all the public utilities for this subdivision. The utilities included waterlines, wastewater lines and storm drainage system. The design for the first phase consisted of approximately 13,000 linear ft. of water lines, 11,600 linear ft. of wastewater force main and 9,000 linear ft. of storm drainage sewers.

The water distribution network was designed as a public water system in accordance with TCEQ, AWWA, and NFPA standards. The design included 40 gate valves and 23 fire hydrants, in addition to the 13,000 linear ft. of waterline. We used the EPANet 2.0 model for analysis of the water mains. For the wastewater collection system, we evaluated alternatives, and a low pressure system was selected and designed. Our design of the storm drainage system included several lakes for storm water retention to mitigate runoff, developed in accordance with Brazoria County Drainage District Guidelines. Kenall also prepared construction documents and oversaw construction for the entire project.

Kenall played a pivotal role in providing design and construction management services for the renovation of flood protection system structures that included I-wall, revetments and new buildings of the Canal Street Ferry Terminal for the New Orleans Regional Transit Authority. The project consisted of renovations of flood protection system at the ferry terminal, demolition of the ferry terminal building, and design and construction of a new ferry terminal building to improve New Orleans riverfront at Canal Street and Mississippi river.

Kenall’s responsibilities involved providing extensive design and specifications for the project with tasks consisting of pile supported floodwall and building, I-wall stability and seepage analysis and revetment design, and geotechnical engineering services including installing and sampling cone penetration tests and standard penetration test borings from both river barge and landside locations, reaching depths of up to 120 feet. They provided archaeological desktop survey and cultural investigation of soil samples per Louisiana SHPO. They conducted basic and advanced laboratory testing, performed detailed engineering analyses, and provided technical expertise for the development of recommendations for bulkheads, foundations, retaining walls, and pavement designs integrated into project plans and specifications. Kenall also managed construction activities for this project.

Designed to accommodate advanced testing and analysis, the Wastewater Operations Testing Laboratory, a state-of-the-art facility, encompasses a 48,000 SF one-story office and testing laboratory. Situated on a five-acre site, this facility features alternative ingress/egress and parking plans, enhancing its overall accessibility.

Kenall served as the prime consultant, successfully managing and providing detailed architectural and engineering planning and design, laboratory specifications, as well as construction and inspection aspects of the project. Their scope included a preliminary site study, architectural programming, and conceptual design, leading to the completion of detailed plans and specifications. Additionally, they managed structural steel framing design, civil engineering for right-of-way acquisition, and the renovation of a 42” sanitary sewer.

Site improvements and enhancements included a reflection pond, landscaping, new roadways, parking areas, canopies, and colonnades added to the beauty and ease of movement surrounding the facility. The construction effort covered extensive services—excavation, foundations, concrete, masonry, structural steel, steel joists, laboratory casework, waterproofing, roofing, doors, windows, interior finishes, laboratory equipment, plumbing, fire protection, security systems, HVAC, electrical systems, lighting, voice and data communications, fiber optics, and emergency generators – showcasing Kenall’s comprehensive management, architectural design, engineering expertise, and attention to detail.

Allen’s Landing Park is a 1.76-acre park on the south bank of Buffalo Bayou at the confluence of Buffalo and White Oak Bayous (the original Port of Houston) and commemorates the founding of Houston in 1836. Under two overlapping contracts, Kenall supported revitalization efforts at the Park.

Kenall provided architectural and engineering programming, design and construction management services, resulting in repair and stabilization of a historical 1911 bulkhead and development of new park areas, enhancing downtown development and emphasizing the historic area. Our work included hard and soft landscaping for the park area, engineering solutions for the repair and stabilization of the existing concrete bulkhead and the design interface with adjacent public use areas and other downtown redevelopment activities. We coordinated and managed the project work interface with adjacent construction on Commerce Street, with METRO’s work on the Main Street Bridge as part of the Main Street Rail Program, and with adjacent property owners to ensure that access to their property was maintained during the 10-month construction schedule.

Kenall provided engineering and construction management services for a 2.2 mile bikeway and pedestrian bridge in Terry Hershey Park, a county park that extends along approximately 6 miles of Buffalo Bayou in west Houston. The park, which includes a network of paved and dirt multi-use trails, is named after conservationist Terry Hershey, who worked to keep the banks of Buffalo Bayou unpaved.

Kenall’s work included preliminary engineering, alternatives analysis, detailed design (including all civil and structural engineering), bid phase services, and construction phase services. In addition to our engineering and construction management services, we also coordinated US Army Corps of Engineering permitting.

Kenall carried out design and construction phase services for upgrades to the booster pump station and disinfection process of Spring Branch Water Plant. The upgrades resulted in increasing plant treatment capacity from 9.5 to 17.3 million gallons per day.

We assisted in the plant upgrades across numerous engineering disciplines, providing drawings, specifications, bid quantities, estimated construction costs, and owner’s engineer services during construction. We conducted studies to determine disinfection rates for the booster pump station. We performed hydraulic calculations, sizing and specifying the pumps, layout of the pumps and piping system. For the chloramination facilities, and we specified sizing, layout and operation requirements. We also provided site layout, structural design, architecture, and HVAC engineering for the control room.

Kenall supported the modernization of the Irvington Village by providing full architectural and engineering design and construction phase services for the interior and exterior modernization for the Housing Authority of the City of Houston residential development complex. The original 27-building, 318-unit apartment project was constructed in 1943. The modernization, which encompassed five phases, included both renovation of existing buildings and construction of new community center and maintenance facility. Kenall also designed a new maintenance facility during the final phase of the project.

As a component of the modernization, Kenall accomplished architectural and engineering planning, design, and construction management for a new 11,000 square foot, two-story Administrative and Community Center, including meeting facilities, educational classrooms, kitchen and pantry, storage areas, and laundry facility – designed to serve the renovated 350-unit residential development
