Severe flooding from Hurricane Harvey caused extensive damage to the levee and spillway at Champion Lake within the Trinity River Wildlife Refuge. This 800-acre levee system, comprising a 3,500-ft levee and a 200-ft earthen spillway designed to regulate water levels automatically, experienced significant issues. The spillway continuously leaked water, resulting in numerous cuts, while sections of the levee suffered washouts along the surface and side slopes.

A design-build package was prepared to repair the levee, spillway, and associated structures by developing construction documents, specifications, and cost estimates for the contractor. Kenall engineers conducted a thorough evaluation of the area’s flood conditions, completed levee inspections, and certified the levee for a 100-year flood event according to 44 CFR §65.10. They designed a new spillway measuring 30-ft wide and 300-ft long, incorporating services across hydrology and hydraulics, survey, geophysical, geotechnical, civil, and structural engineering disciplines.

Kenall’s proposed design recommended using Articulated Concrete Blocks to line the spillway top and installing sheet piles to an elevation of –19.50 ft, matching the spillway’s elevation. The levee and spillway recommendations rebuilt and reinforced the structures to ensure safe access for public use and utility infrastructure needs. Recreational amenities, including fishing platforms, a concrete boat ramp, and boardwalk, were also restored.

Flooding caused by Hurricane Harvey significantly damaged a 500-foot roadway and a 100-foot concrete culvert at the intersection of County Road 417 and the Federal Road within the Trinity River Wildlife Refuge in Dayton, Texas. This route served as the sole access to Champion Lake’s recreational activities and vital utility infrastructure. By September 2017, the worsening conditions rendered the road unsafe, leading to its closure and preventing maintenance and public use.

With emergency funding approved in August 2018, Kenall acted swiftly, submitting a design proposal within two days of the request, which included a site visit. Following the notice to proceed on September 5th, Kenall completed the necessary surveys, topographic assessments, hydraulic modeling, and design work for the new roadway, culvert, and guardrails by October 15th, delivering all bid documents to the US Fish and Wildlife Service (USFWS) on time.

The project focused on replacing the structurally inadequate culvert under CR 417 with a 60-foot-long, 60-inch diameter reinforced concrete pipe. Advanced hydraulic models—HEC-HMS, HEC-RAS, and HY-8—were employed using data from surveys, LiDAR, and geotechnical studies. These models guided the design to optimize the culvert’s capacity, cover depth, and performance under hydraulic pressure. Erosion protection and regrading measures were implemented for the downstream channel to ensure effective floodwater management within its banks.

The AT&SF Railroad Bridge, abandoned in the 1990s, stretched approximately 3,000 feet across the Dallas Floodway and featured wooden trestle, steel truss, and concrete construction. To improve public safety and enhance the Dallas Floodway system’s capacity to manage floodwaters, approximately 900 feet of wooden trestle ballast-deck bridge, 100 feet of wooden trestle open-deck bridge, and 660 feet of concrete ballast-deck bridge were removed. The railroad embankments and the Santa Fe Trestle Trail, which includes architectural elements of the truss clear span bridge, were preserved.

Final grades were adjusted to align with the surrounding terrain, with a focus on facilitating floodwater management and ensuring safe downstream passage, while retaining portions of the bridge as part of the trail. Key deliverables from Kenall included design drawings, specifications, engineering considerations and instructions for field personnel (ECIFP), a detailed design review (DDR), and cost estimates.

Kenall was responsible for developing the plans, specifications, and cost estimates for two distinct Design-Bid-Build packages, both focused on improving levee systems. Package 1 addressed the Colorado River Levee Phase 2, while Package 2 focused on the Baughman Slough.

Package 1 involved the extension of the Colorado River Levee, including three miles of earthen levee and one mile of floodwall. It incorporated crucial features such as the Black-Collins sump areas, Polk Street storm drainage improvements and pavement, closure structures, and a one-mile road elevation for FM102. Grading and slope protection for the Colorado Riverbanks near the sluices were designed, supplemented with rock riprap to control erosion. Post-construction seeding and erosion control measures were detailed as part of the package.

Package 2 focused on the Railroad Levee, Baughman Slough Levee, and floodwall design, alongside culverts and a significant widening of the channel bottom from 50 to 125 feet over a four-mile stretch. This package also included the design of three replacement bridges: the Moers Lane Bridge and Fulton Street Bridge, built as multi-span concrete structures on drilled piers, with spans of 175 feet and 204 feet, respectively. Efforts were made to optimize drainage and minimize erosion impacts on the channel slopes.

Kenall developed AutoCAD Civil 3D drawings at progressive stages—30%, 60%, 90%, and 100%—and provided detailed technical specifications. The floodwall design adhered to stringent engineering standards (EM 1110-2-2000, EM 1110-2-2100, EM1110-2-2502, and EM 1110-2-2906), ensuring compliance. These designs improved flood risk management for the City of Wharton.

Work performed on these projects was completed under the Kenall-Freese & Nichols 8a Mentor-Protégé Joint Venture (KFNI JV).

The Santa Fe Access Control Point (ACP) roadway widening project improved traffic flow and access control by adding an additional outbound lane to an 800 LF stretch of roadway. The widened section extended from the intersection of Santa Fe Avenue and Wratten Drive to its merger with the T.J. Mills Boulevard circulation ramps. As a key entry control point for the main cantonment area, the Santa Fe ACP required upgrades to meet growing traffic demands.

The project included demolition, new pavement, adjustments to the outbound Active Vehicle Barrier (AVB), and roadway geometry changes. Traffic signals, signs, and pavement markings were upgraded, while guardrails were extended, fences modernized, and stormwater systems enhanced. Completed in accordance with Unified Facilities Criteria and Army Design Criteria, the project addressed issues identified in a 2018 traffic study and improved overall efficiency.

The project focused on preventing road and airstrip flooding during a 25-year storm event and addressing wider drainage challenges at North Fort Cavazos. Enhancements covered five areas: Area A, Area C, Area E, Longhorn Airfield, and Shorthorn Airfield, spanning 200 acres.

Major drainage improvements were carried out, including erosion repair, sediment removal, stabilization of disturbed areas, and flood prevention measures for infrastructure. Tasks included installing culverts, headwalls, inlets, trapezoidal channels, and increasing ditch capacities. Stormwater Best Management Practices (BMPs) were implemented, along with the resolution of failures identified during site investigations.

Kenall collaborated with stakeholders through on-site design charrettes and review meetings. Detailed drawings and technical specifications were developed using AutoCAD Civil 3D, ensuring effective coordination.

Kenall is under a contract with USACE Fort Worth district to provide A-E services required to develop a Design-Bid-Build Request for Proposal (DBB RFP) package to improve drainage and mitigate bird aircraft strike hazards (BASH) at Joint Reserve Base – Randolph Air Force Base (JBSA – RAN), Texas. A build-up of sediment and organic matter over time had caused ponding issues across the Randolph airfield, increasing bird activity and hazards to flight operations. This project specifically addressed eliminating water ponding and providing positive drainage on east/ west runways and east of Building 22.

Kenall’s scope of work includes, the overall project management of the task order; inspecting existing storm drain infrastructure; performing paving design and grading design; providing SWWP and demolition plan; verifying existing utilities; leading the development of 65/95/100% Design Data submittals; and cost estimates (MII); and responding to bidder inquires/ RFIs etc.

The project was located in a creek bottom in an environmentally sensitive area, within the critical water quality zone. The project location mandated special considerations in project design and construction (i.e., installation 2-feet lower than the existing sewer, and encasement in concrete, with water-tight manhole covers and vent pipes).

We accomplished surveying, geotechnical investigation, stream bank stabilization, design of plan and profile of the new 42-inch sewer line, outfall rehabilitation plan and details, construction stormwater control plans, environmental mitigation details, permitting, traffic control plans, establishment of temporary construction access points and permanent maintenance access points, construction sequencing, preparation of construction plans and specifications, and bid-phase services.
