The Santa Fe Access Control Point (ACP) roadway widening project improved traffic flow and access control by adding an additional outbound lane to an 800 LF stretch of roadway. The widened section extended from the intersection of Santa Fe Avenue and Wratten Drive to its merger with the T.J. Mills Boulevard circulation ramps. As a key entry control point for the main cantonment area, the Santa Fe ACP required upgrades to meet growing traffic demands.

The project included demolition, new pavement, adjustments to the outbound Active Vehicle Barrier (AVB), and roadway geometry changes. Traffic signals, signs, and pavement markings were upgraded, while guardrails were extended, fences modernized, and stormwater systems enhanced. Completed in accordance with Unified Facilities Criteria and Army Design Criteria, the project addressed issues identified in a 2018 traffic study and improved overall efficiency.

Kenall played a pivotal role in providing design and construction management services for the renovation of flood protection system structures that included I-wall, revetments and new buildings of the Canal Street Ferry Terminal for the New Orleans Regional Transit Authority. The project consisted of renovations of flood protection system at the ferry terminal, demolition of the ferry terminal building, and design and construction of a new ferry terminal building to improve New Orleans riverfront at Canal Street and Mississippi river.

Kenall’s responsibilities involved providing extensive design and specifications for the project with tasks consisting of pile supported floodwall and building, I-wall stability and seepage analysis and revetment design, and geotechnical engineering services including installing and sampling cone penetration tests and standard penetration test borings from both river barge and landside locations, reaching depths of up to 120 feet. They provided archaeological desktop survey and cultural investigation of soil samples per Louisiana SHPO. They conducted basic and advanced laboratory testing, performed detailed engineering analyses, and provided technical expertise for the development of recommendations for bulkheads, foundations, retaining walls, and pavement designs integrated into project plans and specifications. Kenall also managed construction activities for this project.

Kenall provided construction management and design services for two significant projects along Austin Street in Houston’s Central Business District, spanning 12 blocks and 3,900 linear feet. These services included environmental site assessments, surveying, and geotechnical studies.

The projects involved reconstructing five lanes of concrete and asphalt pavement, upgrading and rehabilitating the storm sewer system, replacing utilities, enhancing landscapes, and installing modern streetlights and traffic signals. The work also featured the installation of 12-inch water lines, 12-inch and 18-inch wastewater lines, and new storm sewers, which effectively alleviated flooding across 900 acres of downtown Houston.

Kenall’s services included water and wastewater line engineering, pavement and storm drainage design, environmental site assessments (Phases I and II), topographic and right-of-way surveys, horizontal and vertical alignments, right-of-way mapping, and report preparation. The team also handled final construction drawings, specifications, cost estimates, bid phase assistance, construction phase services and construction management.

Kenall conducted a comprehensive traffic study to improve public access to the Fort Cavazos (former Fort Hood) Stadium and Sports Complex without breaching the secure perimeter of the post. The evaluation emphasized security measures at key access control points (ACPs) to develop a traffic management system capable of adapting to special event demands. The study involved extensive analysis of existing traffic conditions near Clear Creek ACP and Santa Fe ACP, addressing traffic impacts and congestion.

Clear Creek ACP was the focal point for determining traffic patterns and impacts, while operations at Santa Fe ACP were studied for alleviating congestion. Traffic counts were established through strategic placement of meters during various times, including before and after sporting events.
The findings were presented in an engineering report, which included a comprehensive traffic management plan, conceptual layouts for proposed alternatives, drainage analysis, fencing plans, and decision briefs with recommendations tailored to both ACPs. Conceptual layouts incorporated features such as a new parking lot for the stadium. Environmental data from the Clear Creek ACP area was analyzed to assess potential impacts of the proposed developments, while cost estimates for all alternatives were carefully prepared. Security and accessibility remained at the core of the proposed solutions. Work performed on this project was completed under the Kenall-Freese & Nichols 8a Mentor-Protégé Joint Venture (KFNI JV).
