Kenall’s commitment to public infrastructure was exemplified through its work on post-Hurricane Katrina support services to the City of New Orleans. The new $20.5 million Andrew P. Sanchez & Copelin-Byrd Multi-Service Center in the historic Lower Ninth Ward was an example of these efforts. This state-of-the-art facility replaced the original center destroyed during the hurricane and underscored the vital role they played in coordinated emergency response efforts to protect lives and accelerate recovery in affected communities.
Kenall played a pivotal role in the administration and compliance of federal regulations and GLO/FEMA guidelines in their approach to materials testing and inspection. Key responsibilities included sampling subgrade, fill, and stabilized soils for moisture-density, in-place compaction testing of soils and asphalt, field inspection and testing of concrete, welding and bolt inspection, non-destructive testing of welds, and plate load testing.
