Kenall managed the renovation of the third floor of A-Wing in Building 499 at Randolph Air Force Base, Universal City, Texas, under a contract from the USACE, Fort Worth District. The objective was to deliver a comprehensive design package for the 17,573 SF space, supporting Sensitive Compartmented Information (SCI) access and enabling the tracking, sourcing, and analysis of global Combatant Commander Top Secret operations.

The work adhered to the standards set forth in DoDM 5200.0-Volume 3-Enclosure 3, with all structural elements—such as walls, floors, roof, ceiling, doors, windows, skylights, utility openings, intrusion detection, and communication systems—designed to meet strict regulatory requirements.

Kenall’s role included project management, updating as-builts, and preparing design submittals at the 65%, 95%, and 100% stages. The team also developed detailed construction cost estimates (MII), identified the specifications of existing utilities, and provided responses to bidder inquiries and RFIs. These efforts resulted in a highly functional plan for transforming the third floor into a secure, state-of-the-art facility.
