Kenall executed critical safety and security enhancements for Red River Army Depot (RRAD) in Texarkana, Texas, as part of a $2.7M contract. The scope included developing Design-Bid-Build RFP packages for 27 facilities to address a range of essential safety and security requirements.
Security upgrades included designs for six facilities featuring improved lighting, fortified fencing compatible with common access card (CAC) systems, vehicle gates, and pedestrian turnstiles. Safety enhancements extended to seven facilities, focusing on fire protection, fire suppression, and life safety systems. Designs for two fire stations involved advanced exhaust systems, extended rollup doors, alarm installations, and infrastructure repairs such as decks and showers. Five projects concentrated on environmental safety with berms around fuel tanks, wash racks, and containment basins. Seven additional projects introduced fall protection systems, bridge crane replacements, and upgraded compressed air systems. Major renovations reinforced access control points (ACPs) and optimized layouts for warehouses and fire stations.
Comprehensive engineering studies, evaluations, and consultations were conducted, resulting in detailed design documentation for 19 sustainment, restoration, and modernization (SRM) projects. These included Design-Bid-Build RFPs specifying construction and performance requirements with MII cost estimates, six RRAD-specific procurement work packages, and two projects involving DD Form 1391 preparation. All designs adhered strictly to UFC criteria for safety compliance.
Work across all 27 locations included topographic surveys, design charrettes, conceptual planning, final designs, and construction bid documents, delivering impactful safety and security advancements throughout the depot.
